PAB Overview

Who can file a complaint?

Any person directly affected by UC Santa Cruz police misconduct may file a complaint.  You do not need to be a UC Santa Cruz student, staff or faculty member, or a U.S. citizen, to file a complaint. Anonymous complaints are accepted.

  • Improper arrest, search, seizure or stop
  • Improper or inadequate investigation
  • Improper detention procedure
  • Improper police procedures
  • Excessive force
  • Discrimination
  • Harassment
  • Discourtesy

Why should I file a complaint with the PAB?

The PAB is composed of University students (both undergraduate and graduate), faculty and staff who are independent from the Police Department. Complaints from the community are important to us. Without such input from community members, the University may not be aware of concerns regarding police conduct and cannot take steps to address such concerns. All complaints will receive a fair and objective review. Complaints are received and reviewed by the Office of Equity and Equal Protection. This Office reports to the Assistant Vice Chancellor of Equity & Equal Protection. Investigations are conducted by an independent third party, the UC Davis Compliance and Policy Office and, to maintain the requisite confidentiality, redacted investigation reports are forwarded to the PAB for independent review and their recommended factual findings are sent to the UC Santa Cruz Chief of Police.
